Celina sits between Preston Road on the east and the coming Dallas North Tollway on the west, and it straddles the Collin–Denton county line. Inside the city, Frontier works for businesses: scheduled 2 to 8-yard bins for shops, offices and restaurants, plus roll-offs for contractors, commercial job sites and business properties. Out in the unincorporated county around Celina, homes, acreage and building lots can order whichever roll-off size the job calls for.

How a Frontier drop works
- 1
Tell us the job
What’s going in the container, and where it has to sit.
- 2
Get the right size
Heavy debris like shingles and concrete goes in a smaller box. Bulky junk goes in a bigger one.
- 3
We set it down
On firm, level ground with a clear approach for the truck.
- 4
Call when it’s full
We haul it away and handle the disposal.

Twice the nation's fastest-growing city
The Census Bureau’s Vintage 2025 city estimates, released May 14, 2026, put Celina first in the country: the fastest-growing city of 20,000 or more, up 24.6% between July 1, 2024 and July 1, 2025, to 64,427 people. The Bureau notes that Celina also led that list in 2023. In the same Census series, Celina’s estimates base for April 1, 2020 was 17,099, and the 2025 estimate puts 58,358 of its residents on the Collin County side and 6,069 in Denton County.
The tollway is coming up the west side. The North Texas Tollway Authority is extending the Dallas North Tollway 13.7 miles north of US 380 toward the Grayson County line, and NTTA’s project page gives late 2027 as the opening for Phase 4A, from US 380 to FM 428. Crews building along that corridor can lean on the 40-yard, whose card names large construction, while a shop or office finish-out fits the 30; here’s why the 30 suits a business remodel.

Masonry, a metal gate and 40 feet of backing room
Celina’s zoning code spells out where a business keeps its dumpster. Section 14.04.304(c), in the version adopted by Ordinance 2026-035 on June 9, 2026, sets these standards for the trash and recycling area:
Screening. An 8-foot Category A masonry wall in an unpainted earthen tone that matches the building, closed with an 8-foot solid metal gate that stays shut unless someone is using the bin.
Footprint. At least 12 feet wide and 14 feet deep for one container, or 25 by 14 for a pair, set behind the front building line, with City staff approving the final spot.
Truck access. No less than 40 feet of clear backing room, and no more than 80.
New commercial and multifamily projects have to leave room for two containers, the second one for recycling, and Section 3.09.003 calls for a pad of 6-inch reinforced concrete under them. When the enclosure is finished, our scheduled bins for storefronts and offices run from 2 to 8 yards, with casters available on the three smallest sizes.

Three-inch hail, a satellite tornado and a 68 mph gust
NOAA’s Storm Events Database keeps a long file on Celina. On April 6, 2018, an amateur radio report put 3-inch hail about a mile west of the city, with significant damage to vehicles. Late on May 25, 2024, a National Weather Service survey found that an intense satellite tornado had hit a few homes along Prairie Meadow Lane, just north of Celina, with EF-3 damage and winds estimated at 165 mph. On April 30, 2025, an amateur radio operator measured a 68 mph gust at the Dallas North Tollway and Highway 428, and on September 5, 2025, a public report to NOAA described much of the western part of the Bethel Baptist Church roof on CR 128 blown off.
Job sites take hits too. NOAA’s records for April 28, 2021 show thunderstorm winds partially collapsing a house under construction in the Celina area and shifting it off its foundation. Shingle loads get heavy fast, and roofing appears on the 20-yard card; line up roll-offs for roofing crews after a storm before the tear-off starts.

Celina dumpster rental questions
Who empties the trash carts at Celina homes?
The City's contractor. Celina's Trash & Recycling page sends household trash, recycling and the twice-monthly bulk and brush pickups through the City's contracted provider, so we don't offer household trash service in town. What we bring to Celina is commercial service: scheduled bins at businesses, and roll-offs at contractors' jobs, commercial sites and business properties. Out past the city limits, in unincorporated Collin or Denton County, a house, a few acres or a building lot can get any roll-off we carry. Elsewhere in Collin County, Frontier is the City of McKinney's provider for trash, recycling, yard waste and bulky items; see McKinney's cart and bulky-item rules.
What does Celina expect on a job site before the dirt moves?
An approved erosion control plan. Section 3.12.003 of the City code requires one for any land-disturbing or construction activity, permit or not, and Section 3.12.006 adds an earthwork permit before anyone disturbs a tenth of an acre or more. On a residential lot with a building permit, Section 3.12.008 gives the responsible party 24 hours to fix controls an inspector flags, after which the City can issue a stop-work order and citations. The stormwater article, Section 13.10.005, also tells everyone to keep garbage, dumpster leaks and ready-mixed concrete out of the storm sewer. Keeping the scrap in one container on the lot takes care of part of that.
How long can a roll-off sit in a Celina street?
Plan on keeping it out of the street entirely. Celina's code, at Section 8.05.002, bars anyone from obstructing any part of a street, alley, sidewalk or drainage ditch for more than a reasonable time, and never past 72 hours; under Section 8.05.001, each day a violation continues is a separate offense with a fine of up to $500. A driveway, a parking lot or a cleared spot on the site works better. The truck sets the box down on hard, flat ground and needs 60 feet in front of the spot to line up, plus 21 feet of headroom.
